From Research to Ordinances: SafeTravelPH and UP NCPAG-CLRG Explore Partnership on eLegis

Better transport planning and governance needs more than good maps and technical studies. They also need the local laws, policies and implementing mechanisms that turn plans into action.

On October 19, 2026, SafeTravelPH Mobility Innovations Organization, Inc. met with the team of the University of the Philippines National College of Public Administration and Governance’s Center for Local and Regional Governance (UP NCPAG-CLRG) to discuss a partnership around the eLegis Reference System.

The discussion brought together two complementary areas of work: improving local governance through accessible legislative knowledge, and helping local governments make better decisions through transport research, data and planning.

CLRG-NCPAG, led by Prof. Reginald G. Ugaddan, PhD, briefed SafeTravelPH members on the history, functionalities, and current engagements of the eLegis system.

Bridging the gap between plans and implementation

Local government units (LGUs) increasingly face complex mobility challenges, from congestion and unreliable public transport to road safety, active transport, and the management of tricycle operations. Addressing these problems requires more than identifying the right technical solution. It also requires understanding the laws, ordinances, institutional arrangements and public investments needed to implement it.

A transport plan such as the Local Public Transport Route Plan (LPTRP) or Traffic and Transport Management Plan (TTMP) may recommend designated public transport stops, improved pedestrian facilities, reorganized routes or better-managed tricycle services.

But how will these recommendations be implemented? Does an existing ordinance support them financially and institutionally? Is a new local policy needed? How have other LGUs addressed similar challenges?

These are questions where legislative knowledge and transport-planning expertise need to meet.

Through the proposed partnership, SafeTravelPH will help popularize eLegis among LGUs it works with, particularly by demonstrating how the platform can help planners and local legislators explore the ordinances and policy mechanisms needed to implement transport projects.

The objective is to make legislative research a more practical part of local mobility planning and governance--not a task undertaken only after a technical plan has already been completed, such as in the case of LPTRP implementation in cities.

Bringing transport expertise into the knowledge system

As part of the collaboration, UP NCPAG-CLRG will provide SafeTravelPH with eLegis accounts to demonstrate the platform and help inform its development with domain knowledge from SafeTravelPH’s research and development work.

The two organizations will work together to explore ways of strengthening the system’s intelligence by drawing on relevant local, peer-reviewed research papers, as well as Department of Transportation (DOTr) and Department of Public Works and Highways (DPWH) issuances, department orders, resolutions, national policies, standards and frameworks.

This could help connect local legislative knowledge with the technical evidence needed to address difficult, interconnected problems. For example, an LGU examining public transport reform could benefit from understanding not only existing local ordinances, but also national transport policies, relevant technical research and implementation approaches that other localities have tried.

The same principle applies to active transport infrastructure, tricycle operations, congestion management and public investment decisions.

Searching/googling/chatboting relevant local policies is one thing. But the eLegis system is a powerful tool to help decision-makers find relevant knowledge, understand how it applies to their local context and identify the policies and institutional arrangements required to act on it. Any AI-generated guidance must still be checked against authoritative documents and the circumstances of each LGU.

Ultimately, better governance requires a connection between what research tells us, what policy allows us to do and what local institutions can actually implement.
